How do i lose fat in the arms and stomach area?

Ive questioned a few people about this question and many of them said that doing crunches of push ups or whatever builds muscle, but the muscle won’t be seen because it will still be covered by stout. What im asking is how to lose the stout in those areas? Does cardio excercises help?

There is really a slight cover up of muscle with stout if there is enough in one area, but not much covered up. I suggest working up, and I know their not fun, but sit ups are the way to goo. =/
And yes, cardiac helps, if you could affordd one, a Wii Fit is really very fun and some excellent exercises.
