How do i lose fat in the arms and stomach area?

Ive asked a few people about this question and many of them said that doing crunches of push ups or whatever builds muscle, but the muscle won’t be seen because it will still be covered by fat. What im asking is how to lose the fat in those areas? Does cardio excercises help?

There is actually a slight cover up of muscle with fat if there is enough in one area, but not much covered up. I suggest working up, and I know their not fun, but sit ups are the way to goo. =/
And yes, cardiac helps, if you could affordd one, a Wii Fit is actually very fun and some good exercises.
P.S. Yoga is helpful too, butPrettyy hard if u ask me.
